I acquired a malfunctioning slim PS2 (70000 series). The disc motor is not spinning discs properly. I know for a fact that the disc motor is malfunctioning because initially, the discs would not spin at all. When I realized that, I unscrewed the unit and I disconnected the disc motor. It is rare for the spindle hub to go unless it was dropped, or one broke it accidently. But if your laser lights up, and disk won't spin is usually the spindle motor. If when you insert your disk, but the laser does not move up, then that is usually something to do with the 'snake motor'. Sometimes (or on some devices, rather) the disc won't start spinning until the laser gets feedback, that is, a reflection. If the diode turns on it could be a mirror issue (misaligned, almost impossible to re-calibrate), but I wouldn't just trust what i've said without some proper testing.
